My Lord:-

I have the honour to acknowledge receipt of Your Lordship's Despatches Nos.195 and 198 of the 16th and 19th of August last.

Before attempting to obtain from the Chinese Government a permanent arrangement relative to the treatment of Chinese criminals extradited from British possessions, I have thought it expedient to bring the matter before the Viceroy at Canton in order to secure His Excellency's concurrence in such a scheme.

I enclose herewith copy of a despatch which I have this day addressed to the Acting Consul General at Canton on the subject.
